ISLAMABAD: A sub-committee of the Cabinet on Thursday reiterated the government's commitment to support the Water Fuel Kit Project to tackle energy crisis in country. The committee strongly encouraged the Water Fuel Kit Project, as the project designer presented a tremendous demonstration of car driving on the Water Fueling system. The committee members highly appreciated the idea of Engineer Waqar Ahmad of introducing the Water Fueling system for automobiles in the country. Minister for Religious Affairs Syed Khurshid Ahmad Shah, talking to media persons after having practical demonstration by Engineer Waqar, said that the government would provide full support to the Ministry of Science and Technology in the development of the system. He asked the ministry and the Pakistan Engineering Council to float the feasibility of the project as soon as possible. It is pertinent to mention that automobiles can be driven on Water Fueling system instead of consuming petrol or CNG fuels. Sukkur-based Engr Waqar had presented the idea before the Federal Religious Minister, who appreciated it and latter took it to the Cabinet, which made the sub-committee. In today's demonstration, the Federal Minister himself drove the car running on the water fuel. Replying to a question, the minister maintained that the engineer would be provided with full security and the idea would also be kept secured. The minister said that Prime Minister Raja Pervez Ashraf and Finance Minister Hafeez Sheikh had also highly valued the project. "We own this project, we will provide full support and we are committed to successfully complete the project" said the minister. Federal Minister for Science and Technology Mir Changez Khan Jamali, on the occasion expressed his pleasure and satisfaction over the idea. He said the idea was a tremendous step towards a counter strategy to the prevailing energy crisis in the country. "We are making an effort to complete all the remaining works by August 14 this year as we want to gift this project to the nation on Pakistan Day" he said, adding that in next two weeks all the on-ground tests and attached experiments would be completed. He said that all the stakeholders were taken on board in the briefing and discussion on the project in which officials from Pakistan Engineering Council (PEC), NUST, entrepreneurs from automobiles industry of Pakistan and researchers also took part. It is interesting to note that the Water Fueling system is a very simple in technical nature in which 'hydrogen bonding' present in distilled water would be an acting agent as well as hydrogen gas to run the car engine. Moreover, the whole system will be considerably cheaper than that of the present fueling system of CNG and petrol etc. Federal Minister Mir Hazar Khan Bijarani also appreciated the successful demonstration and said that the talented engineer, his idea and properties would be protected and the government would support him. He hoped that after final launching of the system in the market, Pakistan would be also able to export the technology. Earlier, a comprehensive session took place in PEC where officials from PEC, NUST, and auto industry, and research scholars held a detailed discussion on the Water Fuel Kit Project, in which they shared their views with the cabinet members and Engr Waqar. During the meeting Federal Minister for Information and Broadcasting Qamar Zaman Kaira asked the participants to be positive towards the innovative idea and to have concrete discussion over the project. He said corruption was not the main factor for slow development of the country as what he claimed that in India, there was more corruption than in Pakistan but it was growing with much higher pace. “The only pre-requisite for development of any nation is political stability and continuity of the policies from one government to another, which is possible only through the democratic system”, the minister added. He said the military rules in Pakistan caused irreparable damages to the country as it was deprived of its eastern part during the dictatorship while during Musharaf era, Balochistan was on the verge of slipping away from the hands of the country. However, he said the democratically elected government of Pakistan Muslim League Nawaz had helped to include Balochistan in national mainstream where Pakistani flag was now being hoisted everywhere whether it was Sibbi, Quetta, Dera Bugti or Gwadar. Ahsan Iqbal asked opposition parties to work diligently in their respective provinces instead of creating uncertainty about the country’s stability. He said in the general elections to be held in 2018, the people would only vote those parties which had worked better than the others. Giving details about the current government’s achievements, the minister informed that in 2013, when the PML-N government took over the charge, challenges of energy and extremism were on their extreme. But, he said due to prudent policies of the government, the country had now come out of those crisis. Iqbal said the $46 billion China-Pakistan Economic Corridor (CPEC) was a gift for the nation which would change the country’s fate. He said work on the projects under CPEC had been started with full pace. The minister informed that work on the 1320 MW power project at Port Qasim, Karachi was going on rapidly while another 1320 MW power project in Sahiwal would start producing electricity by June, 2017. Similarly he said the 3600 MW Liquified Natural Gas (LNG) based three power projects (1200MW each) would also start producing electricity by May, 2017. Ahsan Iqbal said work of 2000 MW K-2 and K-3 nuclear power projects was also ongoing which would be completed by 2020. He said work on mega hydro projects of Dasu and Diamir Bhasha Dam had also been started. He further informed that by December, 2016, Gwadar city would be connected by road with Quetta, Khuzdar, Ratodero and Sukkur, while in three to five years, Karachi- Lahore Motorway would also be completed. He said the current government during its three years period, earmarked Rs 100 billion for the up-gradation of Pakistan Railways while the cargo service of PR had also been revived due to which the cost was reduced by 50 percent. He said the railway track from Karachi to Lahore was also being up-graded step by step which would help increasing the speed up to 160 kilometers per hour. Documentary: Engineers, Sappers or artisans have in one form or the other remained part of an army ever since the birth of a fighting force. Evidence of the work of the earliest military engineers can be found in many parts of the world; Hill Forts of Europe in Iron Age, Fortifications protecting City of Zimbabwe of lost civilization and not the least, the Great Wall of China built in 3 BC. Engineers as part of any force are first fighting soldiers and then as specialist trained, are required to solve problems of movement and survivability of own forces and ensure measures to impede the enemy. Yet as "Men of Crisis", they are fore bearers in natural calamities or in critical nation building role, world over. Word "Sapper" was derived from word 'Sap' meaning "deep and narrow trench to undermine or weaken the enemy fortifications. So, Sappers were entrusted to dig saps and mines the fortifications and thus named as "Sappers and Miners". History: On Independence, the Corps of Engineers of the Pakistan Army was born, out of the Corps of Royal Indian Engineers, whose progenitors were the Corps of Pioneers, which were established by the East India Company toward the end of the 17th century A.D., on Presidency basis. The Corps of Sappers and Miners was, thus, formed out of the selected Pioneers. The title of Bengal Sappers and Miners was adopted by the Bengal Pioneers in 1819, the Bombay Pioneers were converted into Bombay Sappers & Miners in 1820, and the Corps of Madras Sappers & Miners came into being from the famous Madras Pioneers in May 1931. The permanent location of the three Corps' of the Sappers & Miners was decided as under:- The Madras Sappers — Bangalore in 1862 The Bengal SappersRoorkee in 1853 (UP) The Bombay SappersKirkee in 1860 (Poona) This history of the Corps of Engineers is as old as the end of the 18th century. The corps of sappers and miners in India, not only, carried out the military engineering tasks but also performed the role of railways, submarine mining and signals. There were nearly twenty campaigns and wars including both the world wars (i.e. 1914 -18 and 1939‑45), in which our predecessors took part in the 200 years of their life and earned battle honors as listed in the end. The Bengal sappers and miners were conferred the title of "King George Vth Own" in 1910. The Royal Corps of Pakistan Engineers was allotted 10 Field Companies, 4 Field Park Companies, a few specialist units and one Army Engineers Group after independence. The bulk of the engineer units and optees, which came to Pakistan, belonged to the Bengal Group and Bombay Group of Royal Indian Engineers. When Pakistan became a republic in March 1956, the Corps changed its designation from Royal Pakistan Engineers to Corps of Engineers. Since Independence, Corps of Engineers have participated with zeal in all battles, important operations, natural calamities and nation building tasks. The progressive past is a narrative of Sappers performance as well as gradual development from a small organization to its present multifarious and multifaceted sizeable establishment which includes the reorganizational, restructrual changes in conjunction with par excellence in technical education and proven skills. All were designed to meet the emerging and vibrant requirements primarily of the Army and Nation in general, so that it can accept any challenges in peace and war commensuration with its role. Corps of Engineers rightly so have motto "Rooh -- e - Rawan", the moving spirit.
